Should you use DHL, FedEx or a freight forwarder for your small shipment to Sri Lanka? This guide compares courier services and commercial air freight on cost, customs treatment, documentation, and which to choose at different weights.

Two Ways to Move Small Shipments to Sri Lanka

When you need to import a small shipment into Sri Lanka — whether samples from a new supplier, spare parts, garments, electronics or export-quality goods — you broadly have two options:

  • International courier (DHL Express, FedEx, UPS, TNT / DPD) — a fully integrated door-to-door express service handled by the courier's own network
  • Commercial air freight via a freight forwarder — cargo booked through an agent on a scheduled airline, with formal customs clearance at BIA
  • Both options use aircraft. The difference is in how the service is structured, who handles customs, and what it costs at different weights.

    How International Couriers Work

    When you book a courier service for a shipment to Sri Lanka:

  • You hand the parcel to the courier at origin (DHL, FedEx etc.)
  • The courier handles packing, palletising, transport to their hub, airline booking, and customs clearance at BIA
  • Their in-house customs team files an entry on your behalf
  • You track the shipment online through the courier platform
  • A single Commercial Invoice is usually sufficient documentation
  • Transit times to Sri Lanka:

  • DHL/FedEx from major Asian cities: 2–4 business days
  • DHL/FedEx from UK/Europe: 3–5 business days
  • DHL/FedEx from USA: 4–6 business days
  • How Commercial Air Freight Works

    When you book through a freight forwarder for air freight into Sri Lanka:

  • Your freight forwarder collects cargo at origin and consolidates it with other shippers into a pallet or ULD (Unit Load Device)
  • Cargo travels on a scheduled airline as belly-hold freight under a House Airway Bill
  • In Sri Lanka, you (or your clearing agent) file a **formal Customs Entry** in ASYCUDA World
  • You directly control the HS code classification and duty declarations
  • Your clearing agent handles collection from BIA and inland delivery
  • Transit times to Sri Lanka via freight forwarder:

  • From China / Singapore / UAE: 3–6 business days (door to door)
  • From UK / Europe: 5–8 business days
  • From USA / Australia: 6–10 business days (door to door)
  • Weight Threshold: Which Is Cheaper?

    This is the most common question — and the answer depends on origin, destination and current market rates. As a general guide:

    The crossover point is typically around 30–50 kg — below that, courier convenience and integrated handling usually wins; above that, commercial air freight becomes meaningfully cheaper per kg.

    Customs Treatment: The Critical Difference

    Courier customs clearance at BIA

    Couriers use their own licensed customs teams to clear imports. They file on your behalf, which means:

  • You have limited visibility into the HS code used for classification
  • For low-value or routine shipments, this works fine
  • For high-value or sensitive goods, misclassification risk is harder to manage
  • Customs duties are assessed and collected by the courier, who then bills you
  • Commercial air freight customs clearance (formal entry)

    With a freight forwarder and your own clearing agent:

  • Your licensed customs agent files the Bill of Entry in ASYCUDA World
  • You control the HS code classification — critical for duty minimisation and compliance
  • Full document set is on record for audit purposes
  • If there are errors or queries, your agent handles them directly with Sri Lanka Customs
  • For commercial imports above LKR 100,000 in value, a formal customs entry via your own clearing agent gives you better compliance control and is generally recommended.

    When to Use Each Option

    Use a courier when:

  • Shipment weight is under 30 kg
  • You are sending samples, gifts or prototypes
  • Speed is the top priority and you want a single all-in rate
  • The origin or destination is difficult for a freight forwarder to access
  • You don't have an established relationship with a Sri Lanka clearing agent
  • Use commercial air freight when:

  • Shipment weight exceeds 50 kg
  • Cargo is a formal commercial import you will resell or use in production
  • You need to control HS code classification for duty accuracy
  • You have a clearing agent in Sri Lanka already handling your sea freight
  • You are importing regularly and want consistent customs documentation
  • Volumetric Weight: The Hidden Factor

    Both couriers and air freight forwarders charge based on chargeable weight — the higher of actual gross weight or volumetric weight:

    Volumetric weight (kg) = L (cm) × W (cm) × H (cm) ÷ 6,000

    A 3 kg garment shipment measuring 60 × 50 × 40 cm has a volumetric weight of 20 kg — you pay for 20 kg. Low-density goods (textiles, plastics, foam, hollow items) are especially affected by volumetric pricing on both couriers and freight.

    Import Permits and Prohibited Items

    Regardless of whether you use a courier or freight forwarder, import permits are required for many goods:

  • Pharmaceuticals and medical devices — NMRA approval
  • Food and beverages — Standards certificate from SLS or SLSI
  • Electronics — Telecommunication Regulatory Commission (TRC) type approval for telecom devices
  • Firearms, ammunition, certain chemicals — prohibited or strictly controlled
  • Check permit requirements before shipping — courier customs teams may clear goods informally, creating a compliance risk for controlled products.
